The AT&T model is locked to the AT&T network, but there are unlocked versions that can be used on other networks. I am using the AT&T model on Consumer Cellular which uses the AT&T network.

You will have to call AT&T and register the sim to a phone number they will provide. The Hotspot has a monthly fee and there is a setup charge of $30 (in Houston). The Hotspot charge for data up/down was $60 a month. You can get cheaper with less data and more expensive with more data. We used it for only 2 weeks and will use it again next year for 2 weeks, when we are at the Bonneville Salt Flats for Speed Week. It worked great. BUT, you need to make sure where you use it has AT&T coverage. If not, Netgear has a device for the other major cell carriers. Hope this helps....
