Is the netgear nighthawkunlocked null

If you are buying the AT&T Netgear Nighthawk from Bestbuy it is not unlocked.

Not 100% sure but I was told if you buy it out right it can be used on any cellular Net as a added line, I think if you get it on the payment plan is where you get locked in with AT&T... Certainly hope that helps....
