• I'm not entirely sure but I think the unlocked versions can because they use a SIM Card just like your cellphone does. Mine is on the AT&T Network and I had to take it to a AT&T Store where they had to swap out the SIM Card before it would work on their Network.

• If you purchase it outright it is unlocked. It does come with a ATT sim card installed, but you can get any providers sim and install it.

• Yes. There are several different carriers. Otr mobile,netbuddy,gypsy wireless. They all have unlimited data for about 60 a month.
