Yes and No. It can be purchased paying the full retail price and you own it. Or you can opt for a much lower price with a 2 year contract with the proviso that if cancelled before the end of 2 years, you will be obligated to pay the whole price. Depending on your budget, etc, the latter may be more attractice.
