There is an option in SIM card. the settings to enable data roaming. However, the device is locked to AT&T, so you will not be able to use another carrier's SIM card.

It will work anywhere that uses the bands that it supports. It has a large range of bands, so there should be plenty of options. I believe that it is locked to AT&T, so you might need to contact them to get it unlocked for other carriers.
