• The AT&T Prepaid - LG Phoenix 4 with 16GB Memory Prepaid Cell Phone - Titan Black is not unlocked. You will need to put in a request with AT&T to unlock the phone for you. AT&T has conditions that must be met for them to unlock it for you. They will unlock it if the device has been active for at least 60 days (if you bought it on an installment plan or term agreement, if your account does not have a past-due balance, if contracts are completed and any installment plans linked to the device are paid off, or if the device isn't reported as lost, stolen, or involved with fraud...^IFV
