It will need to be added to a wireless plan or a prepaid account, so yes to a separate account. The device will transmit a WiFi signal that your other devices can connect to, and the Velocity will route the signal over the cellular data Network.

The Velocity contains a wireless access point, so that up to 10 devices in your home use their WiFi to connect to the Velocity, which provides access to the internet.
