It is actually more compatible with an Xbox controller. I know some people had success pairing an Xbox controller with the Atari system. But I actually had no luck pairing this joystick to an Xbox One S or a computer. So I think you would not be able to pair this to a PS4. But I am not very technical, so someone may have a better answer than mine. I just know I felt the same way as you and only had luck buying the full Atari VCS system and playing those games through Antstream.
