Is this considered a 2.1 HDMI cable null

NO, this is a HDMI 2.0 and HDCP 2.2 cable. The HDMI 2.1 cables do not exist in retail as of yet.

It's impossible to say at he moment as the HDMI 2.1 specification has not yet been finalized. However, we are confident that 1.0 m. (3 ft.) will work fine.
