Yes, it’s in the goggles 2 settings

Yes and it’s awesome. The motion controller will continue to fly the drone in its pointed direction, while you control the camera gimbal independently. I recommend turning the gimbal speed to “slow” in settings when doing head tracking, otherwise you’ll likely see some very quick/jerky video.
