It works good with the switch, I use it to play Animal crossing on stream. It does take a little time to set it up with OBS.

If you're asking in regards to capturing the Nintendo Switch on your computer using this device, then yes, you can. I have not, however, tried using this for any sort of live streaming, only limited amount of recording, and because it is USB 2.0, you'll want to make sure you don't connect this to a hub with many other devices, if possible.
