Yes, navig8rmb. The Belkin F2CU029 cable is designed for charging and data transferring. As long as you're connecting from a standard USB-A device to a USB-C (also known as USB Type-C) enabled device, it should work fine.

Please try again later.I purchased this cable earlier in the month (June 2020) and successfully used mine to sync my 2020 iPad Pro (USB-C) to my PC (USB-A), so I can confirm transfer/sync does work with this cable. With regards to your equipment specifically: The USB-A protocol (aka "Type A") began in 1996 for both USB 1.0 and USB 2.0, so if your 2008 MacBook Pro has a USB-A Port, and your 2019 MacBook Pro has the USB-C Port, I would assume you should be good-to-go.
