The power cord can be used always or only when you have a lot of USB devices that draw too much for your computer. Basically if it works OK without the cord then you don't need it. However, if you start having issues then plug in the cord for more power and less drain from your computer.

Conversely you can plug it in to the wall only and charge your microusb devices without passing data with the right cord. With both connected you can download pictures off your phone, for example and charge it at the same time.
