“If I plug the adapter into the USB-C in my laptop and then connect a screen to the USB-C in the adapter, will I be able to power the screen from the laptop?”

Hi. The Belkin INC008 supports USB-C PD with pass-through charging of up to 86W. However, the USB-C is not for output charging. You cannot connect the Belkin INC008 to the computer and then connect a phone or tablet on the USB-C port and charge a tablet.
