Yes, you can see outside at night with this.

I tried with another brand and the IR illuminators reflect off the window and back to the camera, ruining the picture. If you can turn them off you might get a decent pic if enough light outside

I have not tried to do this with either of the cmaeras I have. I am sure they would but the distance would be limited as the quality is not built for security only monitoring.
