Will this charge my Apple Series 4 watch? null

Yes, it will work with Apple Watch 4, co4mac.

It has a USB port so it can be plugged in to the panel but will it charge I doubt it. This panel is horrible.

No this will not. Apple conductive charging is different than QI conductive charging for the watches.

I can't say whether it will for certain as I haven't tried this specific charger with an Apple Watch, but, in my experience, no, these chargers will not charge Apple Watches.
