“How to tell that charging pad is fully charged? This is when you're charging the pad only. Once I connect the pad with the charger a light blinks 4-5 times then nothing. Been charging for a little more than an hour and no idea if fully charged.”

I don't think it is never fully charged, it has never worked with me, as soon as I disconnect it , it stops charging, no matter how long it was connected
