• It may take a layer of paint off, the sticky residue once you peel the tape off is fairly strong

• Yes it can be removed but depending on the painted surface it may pull paint off. If pressed on hard and left on for a long time would be my guess, but the 3M seems to be fairly removable as I was able to adjust it quite a few times to get in right spots. At least on the back of a tv. Plastic surface
