“When charging my iPhone SE it always stops charging before the phone is completely charged. I have to re-plug the phone or press the LED status button to get the charging to start again. I have to do this 3 or 4 times to get a full charge. Is this normal?”

No. It charges my iPhone Xmax fully without any interruptions
