I think you should possibly return it. It sounds like it may be defective.

There is no smaller or bigger end. I have them connected to the back of the hubs USB ports and back of both PC's rear USB ports. Thanks again!

Kindly unplug and reconnect again the cords. Connect the smaller end of the USB cable to the upstream port on the rear of the hub, and connect the larger end of the USB cable to an open USB port on your computer. It will provide additional USB ports for one computer. If you want to share USB devices, it will require the Insignia™ - 4-Port USB 3.0 Hub - Black Model: NS-PH3A4AS SKU: 6465801 It will have a button on top to switch between computers.
