“Will this do passthrough charging over magsafe when plugged in to a power source? So if I plug the battery in to charge it while my phone is on the battery, will it charge both at the same time?”

No pass through charging. If the pack is being charged it can not also charge your phone with MagSafe. I tried several times. However if not charging the pack you can charge a device with a wired connection at the same time as the MagSafe.
