• USB-C PD chargers communicate with the device being charged to agree on the best voltage to use. Basically the charger lists the available voltages, and then the device tells the charger which one to use. This means it will work with any device that complies with the USB standards.

• Don't know the technical answer to your question, but usb chargers won't send 65 watts into something that's only designed to handle 10 watts.
