“Is this a one way cable or can it be use to connect a PC w/ HDMI to a monitor w/ HDMI micro? My monitor only accepts HDMI micro, Display mini or USBC3.1. My laptop only outputs HDMI or USBC.. I can't find a good USBc-C 3.1 cable though. Thanks!”

All HDMI should be both ways. Yes. Also USB c to USB c should also work. You could also use a powered usbc dock for multiple connections.
