Any cable that is compliant with the Ethernet protocol (i.e. it is not weird or broken) will carry communications in both directions. One of your devices will need to be capable of transmitting and receiving through a USB-C port and the other will need to do the same using an Ethernet port. They will need not only the hardware but the software for that. If each device manual claims it can do that, then you should be fine. If you have the hardware but it still doesn't work, you might need to install drivers (software) on one or both devices. If your connecting devices can receive and transmit, the cable should handle that.
Sorry, there was a problem. Please try again later. No mobile devices cant use ethernwt adapters. Also your hotspot would emit its own Wi-Fi signal so connecting it to your router would only cause issues.
