The app can be downloaded on many devices. So, it could notify you on any of them if it's downloaded to them. As far as connecting to the mobile network instead of wifi, you could absolutely use a Hotspot to connect. However I would say they use quite a bit of data. So, I'm not sure how far a Hotspot would get you.
