“Can this be used without the camera? I am wanting a battery powered flood light or spot light that can be turned on and off remotely, preferably without motion. If it can't, anyone have a suggestion for an alternative? Solar isn't a good option for spot.”

No, they use the camera sensor to trigger the lights.
