Can we connect this phone up on our T-Mobile account? null

Yes, I have TMobile and it took one 10 min phone call to get the phone working on my plan. It worked imediately for texting and internet. But phone calls took a little setup with T-Mobile. But I also used a Sim that was previously in a tablet.

Yes, you just have to pay the activation fee for a new line and than it should be all set. If you just want to change out a phone for this one you just have to insert the SIM card and it's ready to go.
