Yes. You can get a SIM from most any country to use in this device.

Yes, I use this phone in Costa Rica without troubles, all day in diferents parts of the country using waze, and ansewering calls from the family from there and from here.

I can't say if it works outside the U.S.A. , but it dose a lot of things that are done by the more expensive phones , and it sinks with my HP Chromebook. It has become a constant companion for every part of my day & night.
