• It definitely connects to the computer like any android phone - But, if you ask, does it get wifi by this connection... the answer is NO

• Yes my Vivo ONE works well as a Hot Spot but equally well tethered via USB. There's no difference in speed but via USB isn't so heavy on battery use.
