The Galaxy J7 Refine (2018) is an LTE phone. LTE is a much higher speed connection than a normal phone/data connection. All new phones should have LTE capabilities. Depending upon your carrier, you may get x GB of LTE and when you exhaust that (if you do) then it drops to standard speed. Or, you can buy plans that offer unlimited LTE. Naturally, these plans cost more. And yes, the Galaxy J7 Refine (2018) has 32GB of storage, and yes, it is a big deal. You can also buy a MicroSD card to add 32 / 64 / etc GB of extra storage for minimal outlay in dollars. Hope this helps.
