In short, yes you can use it with wifi like a tablet, or you can upload content to it and use it like an MP4 player, etc. I kept an old phone for a while for just those uses.

You can use it for that but it wouldn't be the best phone to attempt to use like a tablet.

Yes you can I was able to bypass the activation and use with wifi only. My dad was able to search ways to bypass it. I think he went to emergency call and then canceled it and then it went to the home page. He also did something else so that it will not ask to activate again. I am not sure what.

You can use this phone right out of the package on WiFi. You can even change the SIM and use it with another provider (That supports Verizon CDMA).
