• If you unlock it you can but its kind of a hassle to do so you would be better off getting it already unlocked or with the carrier your looking for tied to it already.

• You can if you unlock it or get it unlocked or you can try to insert another carrier sim sometimes itll give you a code or something to continue to unlock it.
