Boost is one of many Sprint CDMA (NOT a GSM) MVNO carriers. Their SIM cards are not interchangeable. Their phones do not have the technical capabilities to be "unlocked" for use on other carriers. Their devices are forever "locked" to the Boost Mobile cellular network. To have those capabilities from any of the Sprint MVNO's you'd need a much more technically advanced (and MUCH more expensive) device than a normal low-end prepaid device...
