Hi BostonMom. Thank you for your question. To pull the rack out all the way, you would need to pull out as far as possible, then lift off of the rails. To place back on, realign the hooks on the rails, then make certain the wheels line up and push back in. It may be that pushing in and out a few times will loosen it up.
