Yes, you do need something running the app, it's the control panel of sorts since they didn't want to put any buttons on it to maximize comfort I guess. However, you do NOT need to have internet connection once the app is already installed and working. In other words, it will work for your scenario if you have your phone or tablet with you to turn it on, even if you have zero wifi or cellular connectivity.

If you have already downloaded the app and are overseas they'll work just fine. You do need the app open in order for the Sleepbuds to function correctly but an internet connection (cellular or Wi-Fi) is not required. Have a great day! Best Regards, Greg - Bose Support

Please try again later.They will work without cellular or wifi service since they only connect to mobile devices via bluetooth; however, you do need to run the app for them to produce sound/noise. They will only start playing once they are recognized by the app (the app scans for them) and the user hits thee play button. Also, the ability to select the desired sound as well as the volume it plays at are controlled through the Bose Sleep app. In short, you will need to have a mobile device that is bluetooth enabled to make use of the ear buds.
