“Is there a noise reduction rating or other estimate for decibels that can be blocked when using the noise canceling feature without music? I’m trying to compare them to safety ear muffs as something to deal with noisy neighbors.”

I did not check the users manual but I am sure this information is in the specs. I have owned many QC's for more than 20 years and have always found Bose Customer Service to be excellent. I would recommend giving them a call. I am sure they could provide the detailed information you need. The noise cancellation can easily be adjusted from none to low or high. The high setting is nothing short of spectacular for most frequencies. I hope this helps.
