Yes the active noise cancelling can be turned on without music playing. It won't cancel out all noise around you, though, it'll just dampen surrounding sound. Noise cancelling plus music will completely drown out your coworker.

You might still be to hear your coworker a little, but these headphones will dramatically reduce irrating sounds around you.

I had hoped these headphones would cancel out the sound of my teenagers arguing nearby, but it only muffles them as much as a powered-off over-the-ear headphone would, for the most part. It is fantastic at cancelling out repetitive sounds like machinery, airplane engines, other electrical noises like washers, dryers, refrigerators, and other household noises that might be bugging you. Otherwise just play some music, the best part is you won't have to blast your ears to drown out the noise around you.
