Can these run in regular mode with noise canceling turned off, or is always noise canceling if charged? null

If they are turned on, they are in Noise Cancelling mode....They can be used powered off and get sound out of them, wired to your device with the included cable. I've never tried it this way.

When the headphones are paired wirelessly to your device, active noise canceling(ANC) will be turned on, and can't be turned off. If you connect them physically using the wires included, then you have the option of turning off the noise cancellation. (Note: Did you know that plugging the headphones physically without ANC consumes 0% of the battery, because the headphones must be completely off, and uses the energy from the device connected to, just like regular headphones?)

You can run them wired, without having the noise canceling feature on

I think the noise cancelling is the padding around your ears
