Yes, with Apple Watch Series 5 paired with iPhone XS-my devices-I can control volume, skip forward and go back from the watch. That was my concern also. However, if I am doing it correctly, to listen directly from music downloaded on the watch, I have to disconnect from the iPhone, pair with Apple Watch, then listen. Hope that helps.
