Is this a sound bar? and will it work with any tv null

No these are rear speakers to add on for left and right rear sound when paired to sound bar. Need to buy sound bar separate and required for these speakers to work

They are engineered to pair wirelessly with the SoundTouch 300 soundbar, the Soundbar 500, or the Soundbar 700 to provide more immersive sound during movies.
