“Is this tripod adjustable. I use a laptop and this is to secure a webcam above my laptop. I have a shelf that is only 18" high. If this tripod won't work, than is there one that will? The webcam is pretty big.”

This Tripod is only about 7 1/2" tall when collapsed. Should be no problem putting your camera on it and opening the tripod. It would be way lower than 18". I can screw my camcorder onto it or clamp my cellphone on. Hold their weight very well.
