“I need to support a 9.5 lb ham radio in my 2015 Expedition. The car does have Torx screws in front of the passenger seat. I assume that I can swing it over the console to use it from the driver's seat while being mounted on the passenger's seat left.”

You are correct, although this type of stand isn't meant to be moved often or with one hand it can be adjusted pretty easily
