“Does the cabinet have to have a flush bottom to install this microwave?”

This microwave requires a minimum of 3/8” plywood supported on all four sides that must be able to support the weight of oven and contents. • Yes. the microwave/oven needs to sit on a shelf. So, your cabinet needs to have an internal shelf (at the bottom) to support the install.
