Hi there, thank you for reaching out to us. We want to first apologize that water isn't coming out of your dispenser. We can imagine how aggravating this is and we're happy to help. To turn off the cooling system, access settings from the home screen. Next, page over and tap the cooling system on. Finally, press done to return to the home screen. We're sorry to say this setting cannot be removed if that's what you're asking. For the issue with your dispenser, we suggest the following tips: 1) Verify that the water line to the refrigerator is turned on. A saddle valve is used to connect the water supply line coming from the house plumbing to the fridge and the valve must be fully open for the refrigerator to receive water. 2) Make sure the dispenser cradle has been held down for 2 to 3 minutes to allow the water reservoir to fill completely. Once water is dispensed, you can purge air from the water lines by dispensing water for 5 minutes or in the amount of 2 gallons. 3) On models with a water filter, a clogged or partially clogged filter will result in no water or slow running water from the dispenser. Please change the filter. 4) The controls may be set too cold. Set the refrigerator control to a warmer temperature setting and wait 24 hours. If this advice doesn't help, we recommend scheduling service with a certified GE Appliances technician that will be able to accurately diagnose and repair your appliance. You can do so by calling GE Appliance Service at 1-800-GECares (1-800-432-2737). All the best. - Guy@GEA
