If you don't have a strong, secure, stable signal, I would expect the camera to function very poorly. This isn't designed to be a portable device you take on the road with you when you travel. It's for a home with a stable wi-fi or ethernet connection.

The downsides are pairing it with each different network you are at each time you stay there and the fact that those networks are not secured. Could you use it - yes. Would I recommend it -no.
