• To keep the flash off simply don't raise it. The flash is recessed into the camera body, there is a button to release it. I actually like that it's a manual step for instances just like yours where flash photography is prohibited and I don't want it going off by mistake.

• Yes. If you do not raise the flash, it will not fire. Also, you can simply select "P" mode to shut off the flash.

• Yes - I took photos at a campfire with no flash. Be careful about blurring, though. Video works better than still photos unless you have a tripod.
