That is normal, if you don't want your lens to hunt for focal point. You need to got AF manual set up page 4, and turn the Lens drive when AF impossible to OFF.

I have both RF35mm f/1.8 and RF50mm 1.8 mount on my Canon R6; they both are acting the same when you turn the camera on with the lens cap on. They are immediately hunting for a focal point that's why they are trying to focus constantly. I just learn to not turn my camera on if the lens cap is on.
