Yes, using the 10mm eyepiece will provide you with 40x when using the Travel Scope 70mm Refractor Telescope. This should be enough magnification to allow you to see Saturn's rings and Jupiter's four brightest moons and cloud bands, although the image scale will be small. However, you may want to add a 2x Barlow Lens or a higher powered eyepiece for increased magnification.
