Yes, your hotspot on your phone IS WiFi. The guy who said no doesn't understand how that works.

Chromecasts work with iOS devices (like iPhones or iPads), but using mobile data or hotspot may or may not work. Please note that both your device (phone or tablet) and Chromecast are required to be connected to a stable Wi-Fi network, to be able to stream videos seamlessly. Using mobile data or hotspot may incur additional charges. Availability and performance of certain features, services, and applications are device and network dependent. Here’s a short list of network types that we don’t recommend using with Google and Nest products. Avoid connecting to the following networks if you can. These networks may cause issues, or might not even work with your Google and Nest products at all: - Mobile hotspots - Guest network, open networks, or isolated networks - DSL internet service with less than 2Mbps bandwidth - 5GHz Wi-Fi networks (a few Nest products don’t support 5GHz) - Captive portal networks - Enterprise 802.1x/RADIUS networks
