• No, there is two versions of Chromecast with Google TV. You need the more expensive version for 4K TV's, this one is for HD TV's only.

• You will need the remote of your Chromecast with Google TV to initially complete the setup and to navigate through the user interface or dashboard of the Chromecast on your TV. As an alternative, you can still cast from your smartphone to your Chromecast directly but would still need the remote for the initial setup.
